Overall Job Purpose

In July 2026, Glasgow will host the Commonwealth Games for a second time, welcoming approximately 3,000 of the best athletes from 74 Commonwealth nations and territories – representing one third of the world’s population. Existing sporting, transport and accommodation venues and infrastructure will be used, continuing and building on the legacy of the enormously successful Glasgow 2014.

Glasgow 2026 will be a reimagined concept - featuring a compact 10-sport programme concentrated across four venues within an accessible eight-mile corridor – and an exciting first step in the Commonwealth Games Federation’s journey to reset and redefine the Games as a truly collaborative, flexible and sustainable model for the future that minimises costs, maximises social impact and reduces the environmental footprint.

Glasgow 2026 therefore has a hugely important leadership role, delivering a new proof of concept that ensures the spirit and culture of the event can flourish and indeed be developed at this new scope and scale; and continuing Glasgow’s innovating and repositioning of world class sporting events, as evidenced through the successful hosting of the European Championships and UCI World Cycling Championships.

The core objective is for Glasgow 2026 to deliver the blueprint that inspires more diverse Commonwealth countries to host in the future, as part of a more financially, environmentally and socially sustainable model.

With a significantly reduced timeframe, the Legacy Manager will play an essential role in ensuring that the inward investment in to the city and region is maximised, and that the event aligns with and supports civic, national and Commonwealth priorities and objectives.

The Glasgow 2026 Games will deliver over £100 million of inward investment into the city and is projected to support over £150 million of economic value added for the region, with a model that has been specially designed to not require public funding for the delivery of the Games. An additional multi-million-pound investment has also been secured for upgrading public sporting facilities, alongside funding for city activation projects across the city. There will be over 500,000 tickets (to be made available at a future date) and Para sport will once again be fully integrated as a key priority and point of difference for the Games, with six Para sports included on the sport programme.

Accordingly, the Legacy Manager will have responsibility and accountability to the OC for the coordination and reporting on all aspects of OC Legacy planning and delivery, and also play a lead role in ensuring the cross-partner legacy initiatives and outcomes for the Games are successfully scoped, realised, supported and integrated. The role will also be responsible for overseeing the successful development, implementation and final delivery of a streamlined Games Evaluation.

Accountabilities/Responsibilities                                                                      

• Reporting to CGF Director of Legacy, Strategy and Partnerships and a senior role at the Glasgow 2026 Organising Committee – and consulting widely with Games Partners and relevant stakeholders – drive the co-creation of a Glasgow 2026 Legacy Plan that delivers benefit to the host community and wider Commonwealth Sport Movement.

• Work closely with Legacy and wider portfolio leads at Glasgow City Council, SportScotland, Scottish Government, UK Government and the Commonwealth Secretariat to ensure that opportunities and programmes are maximised in relation to the Games.

• Lead and manage the agreed Legacy Plan and Programme in support of the Games Partners’ Games Legacy ambitions, acting as an internal advocate and support and an external liaison to set expectations and drive ambition and commitment to Glasgow 2026’s vision and social, economic and environmental goals.

• Identify, secure and mobilise additional resources and funding for the successful delivery of the agreed Legacy plan.

• Oversee the development and implementation of detailed plans for each programme/project area in the Legacy Plan which is likely to include, but not be limited to, business engagement, community engagement, schools/youth engagement, training and skills development alongside to commitments to sustainability, inclusion and human rights.

• Work with Government partners, sponsors and appropriate public and third sector bodies to negotiate and embed Games-related benefits activity into partner (and where appropriate, sponsor) resourcing and activation plans.

• Work across internal functions and external Games Partners to ensure that CGF Strategic and Development Programmes – such as Sustainability, GAPS (Para Inclusion); eqUIP (Youth Leadership), Pride Network and Historical Injustice - are fully maximised and integrated into Games planning and delivery.

• In addition to the above, and where appropriate, support the King’s Baton Relay Manager and Commonwealth Sport Foundation Lead to ensure that Commonwealth Sport is fully integrated into Games planning and delivery.

• Support the Organising Committee’s Engagement Strategy with Government, Stakeholders and Advocates in line with wider Communications and Marketing strategy to ensure that national, localand regional government and associated authorities and bodies are informed, engaged and understand responsibilities and benefit from opportunities.

• Work closely with OC and CGF Marketing and Communications functions to identify and provide data, case studies and stories to ensure that legacy and benefits are effectively promoted as part of Games-specific and Movement-wide campaigns.

• Represent the OC and work closely with the Games Partners on relevant cross-partner legacy working groups and committees.

• Support Games Partners with the scoping, development and implementation of the official Games Legacy/Impact Evaluation Report and associated monitoring and reporting of legacy benefits.

• Be an internal champion to ensure legacy is reflected within all programmes of work; and influence, educate and persuade Games Partners, Stakeholders and Advocates to fully embrace and support successful delivery of all legacy and engagement activities to build advocacy for the Games.

• Keep an archive of best practice and case studies to develop CGF Guidelines for Legacy Planning and Delivery, to support and inspire future hosts to develop legacy plans aligned to the Glasgow 2026 delivery model and Games Reset.

• Linked to the above, and where appropriate, guide and support the legacy strategy and planning of future Commonwealth Youth Games.

• Responsibilities of the role will evolve during the lifespan of the Organising  Committee and it is likely that the role profile will evolve with the changing needs of the OC.

Competence / Knowledge / Skills required

Experience /Skills

 

  • At least five years of proven legacy, community engagement or fundraising experience in sport or charities/not-for-profit and demonstrable knowledge and understanding of the public and third sector.
  • “Self-starter” and highly motivated, whilst being an excellent team player, capable of strategic thinking and operational delivery, within a small, agile workforce.
  • Successful track record in maximising resources and support from the Third Sector
  • Strongly networked locally in Glasgow/Scotland or able to demonstrate ability to quickly mobilise relationships and resources• Able to demonstrate strong relationship skills and a high level of cultural sensitivity and diplomacy when working with public, private and third sector organisations including stakeholders, partners and governments.
  • Excellent project management skills, showing ability to lead, manage, report and deliver
  • Excellent, engaging written and verbal communication skills, with proven ability to present confidently, synthesise insights, negotiate effectively and speak to a wide range of audiences
  • Knowledge of Commonwealth Sport’s areas of strategic focus and cross-cutting priorities
  • Bachelors degree, or equivalent practical experience.
  • Technically literate across Microsoft environment and working knowledge of collaborative and project management and relationship management tools
