The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

LA28, the organizers for the 2028 Olympic and Paralympic Games in Los Angeles, is on a mission to create an unparalleled Games experience for athletes, fans, partners, our community and our people. The 2028 Olympics and Paralympics will represent LA and leverage the strength of our community's diversity and creativity as we collectively work to design a Games that we all want to be a part of. We do this by focusing on people and by inviting everyone into the story of the LA28 Games.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Senior Vice-President for Villages, NOC/NPC Services and Olympic/Paralympic Family Services:

The Senior Vice President, Olympic and Paralympic Villages, NOC/NPC Services and Olympic/Paralympic Family servicesServices, is a strategic and operational leadership role critical to the successful delivery of the LA28 Olympic and Paralympic Games.

Reporting to the Chief Sport and Games Delivery Officer, this role will oversee three key functional areas (FA): Olympic and Paralympic Villages, NOC/NPC Relations and Services and Olympic/Paralympic Family Services. Each area will be led by senior members of the organisation, and the SVP will ensure alignment between these areas while driving collaboration, Integration, strategic planning and operational excellence.

The SVP will be responsible for defining and integrating the operational planning and delivery of the Olympic and Paralympic Villages, as well as the satellite village/athletes' accommodation (e.g. football hotels, grooms, etc). In operation for approximately 50 days in total, the main Village (UCLA) will host approximately 17,000 athletes and team officials during the Olympic Games and a further 8,000 during the Paralympic Games.

The SVP will be responsible for building and leading an extensive Villages team and for ensuring full functional area integration at Games-time. The role will require significant stakeholder management, and major planning and operational delivery experience.

Concurrently, they will oversee the NOC services FA tasked with the representation and servicing for the 206 National Olympic Committees (NOCs) and 183 National Paralympic Committees (NPCs), their athletes and team officials, to ensure seamless coordination with the LA28 Organising Committee and the delivery of a high standard services to NOCs/NPCs, in accordance with the standards outlined in the new Norm. Serving as the primary liaison, the NCS function will ensure alignment of policies, procedures, and services across all LA28 functional areas with the needs of NOCs and NPCs. Additionally, the NCS team cultivates strong and inclusive relationships with NOCs and NPCs based on principles of universality, trust, and non-discrimination.

The SVP will also oversee Olympic Family Services which includes all service provided to the Olympic Family group which is typically constituted of IOC members, Presidents and Secretary Generals of IFs, Presidents and Secretary Generals of NOCs, TOP executives of Media right-holding organisations and commercial partners, future OCOG executives and several other categories of people. Accredited International and Domestic Dignitaries are also part of the Olympic/Paralympic Family. The SVP will oversee the lead of Olympic Family/Paralympic Services that will be responsible for developing and signing off service levels to this group, including for Ceremonies and competition venues.

Key Responsibilities:

  • Oversee the implementation of the vision and strategic objectives for the Villages, NOC/NPC Relations and Services (NCS) and Olympic Family and Paralympic Family (OFS/PFS) functions, aligning them with LA28's mission
  • Serve as the LA28 senior representative on matters related to OF/PF, NOCs/NPCs (athletes and team officials), Villages and delegation experience at the Games.
  • Oversee the integrated planning, delivery, and operational readiness of the Olympic and Paralympic Villages, ensuring exceptional service level implementation for athlete and delegations.
  • Develop the Village design, concept, and operational principles in line with the Village vision, with a specific focus on athlete experience and accessibility.
  • Oversee implementation of service level requirements for NOCs/NPCs (athletes and team officials) across all functional areas within LA28, in accordance with the New Norm standards
  • Establish and validate service level requirements for OF/PF across all functional areas within LA28, in accordance with the New Norm standards
  • Oversee planning and management of all Olympic and Paralympic Family Hotels and support the delivery of IOC/IPC meetings & events in close collaboration with the IOC and IPC.
  • Oversee and manage the venue partner relationships and negotiation process for the respective venue use agreements.
  • Collaborate with venue partners to identify and prepare for games-time displacement.
  • Negotiate and oversee the Village service in collaboration with the respective functional areas.
  • Safeguard the Olympic and Paralympic Village strategy and NOC and NPC engagement and services
  • Build and sustain strong relationships with NOCs/NPCs, IOC/IPC, UCLA, OFH/PFH management teams and other venue partners, and key stakeholders.
  • Ensure relevant representation of LA28 in international forums, including NOC/NPC continental meetings, and other stakeholder events, to foster co-creation and collaboration
  • Oversee the recruitment and training of a diverse, high-performing Villages, NCS and OF/PF teams equipped with the necessary skills, knowledge, and capabilities to develop and execute plans efficiently and effectively.
  • Oversee the development and management of Villages and NCS and OF/PF budgets, identifying cross functional risks, efficiencies, and opportunities.
  • Oversee the planning and management of the OF/PF areas at competition venues (OF stands and lounges, flags and all protocol operational elements)
  • Oversee planning of the dignitary program, in close collaboration with Government Relations and external stakeholders and establish a protocol working group to ensure coordination among all relevant stakeholders.
  • Oversee games-time Village, OFH/PFH operation, ensuring a seamless, safe, secure experience for all residents while promptly resolving issues.
  • Ensure DEIB principles are integrated into all aspects of venue operations planning and execution, fostering an inclusive environment for both internal teams and external partners. This includes actively seeking opportunities to engage with and support BIPOC and underserved communities in venue-related initiatives, with a focus on promoting diversity, equity, and inclusion throughout the event planning process.

Background & Qualifications:

  • Past major Games experience is a plus
  • Minimum15years of relevant experience (preferably at least 10 years in a leadership position) working in major events, facility management, hotel operations, university operations and/or other large scale service delivery industries.
  • Proven track record of leading the planning and delivery of large-scale, complex operations across multiple project phases including contract negotiation, planning, readiness, and operation.
  • Strong leadership and team-building skills, with a track record of developing high-performing and diverse teams.
  • Experience reviewing and negotiating contracts with venues, facilities and/or service providers.
  • Proven experience leading cross-functional teams and delivering high-profile projects within tight timelines and budgets.
  • Olympic/Paralympic Games experience or experience working with NOCs/NPCs/OF is highly desirable.
  • Strong communication skills both written and oral
  • Ability to identify issues, analyze problems, and think creatively and innovatively to develop solutions-based approaches
  • Experience creating, developing, and refining business process and structure
  • Extremely detail-oriented with excellent organizational skills
  • High EQ and strong interpersonal skills with a proven track record as a relationship builder

Position Requirements:

Physical Requirements & Working Conditions

  • This role requires the candidate to be based in Los Angeles and work on-site in the office 4-5 days per week.
  • Travel as needed to venue sites, meetings with stakeholders, and international forums, including NOC/NPC continental meetings and other stakeholder events.
  • Work in a dynamic, fast-paced environment, particularly leading up to and during the Olympic and Paralympic Games, which may require flexibility in working hours, including evenings and weekends.

Education:

  • Bachelor's degree required or equivalent work experience

The annual base salary range for this position is $175,000.00 - $200,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28's operational business needs and applicable law.
