Purpose & Overall Relevance for the Organization:
To work as individual contributor to establish high compliance sourcing processes. Develop compliant and dependable supply base to support company's facility management strategy; drive and professionalize GCA's purchasing best practices and deliver solid business value including but not limited to cost savings, compliance, supplier risk management and innovation.
Key Responsibilities:
Compliance & Process
- Always keep high integrity level and be leading by role model
- Ensure purchasing policies and processes strictly followed in each purchasing activity
Category Management
- Lead and fulfil China for China strategy implementation of procurement category related strategies in alignment with relevant business partners, sourcing category scope include: construction, design, project management, IFM, etc. est. 30-50mil euro.
- Lead creation and implementation of sourcing and supplier strategies and ensure compliance with procurement policies, standards, and guidelines.
- Lead and shape supplier selection processes in alignment with business partners at different levels, negotiate service scope, cost and contract term of routine category sourcing projects.
- Support tactical buying with knowledge transferring and project monitoring for GCA scope
- Implement category supplier relationship management, supplier performance review supplier database maintenance.
- Always catch up the supply market trend on innovation, should-cost study, collaboration model etc.
- Identify sustainability opportunity and drive for results
Financial
- Carry out systematic review on cost effectiveness and quality of non-trade purchasing
- Ensure transparency and openness in vendor bidding process, selection and evaluation
- Assess financial stability and risk of potential vendors
- Support precise budgeting for relevant expenses
People Management
- Lead and develop team member to delivery KPI
Training
- Serve as topic specialists for internal training needs on price negotiation
- Continuous learning about latest market practice and trend

- External suppliers
Knowledge, Skills, and Abilities:
- Minimum 10 years experiences in indirect purchasing management positions, ideally in consumer goods or apparel industry with management experience
- Decent QS background and related civil engineering background is also preferred
- Impeccable integrity
Requisite Education and Experience / Minimum Qualifications:
- Bachelor degree or above
- Category knowledge
- Strong communication and negotiation skills
- Business acumen
- Proactive and independent
- Able to work under pressure
- Innovative and result driven
- Fluent English and Mandarin required
