Description
Reporting organisationally to the Director of Intelligence and C4 the Senior Manager, Intelligence will be a key member of the FIFA26 Safety and Security team. This role will focus on risk analysis, threat assessment, and creation of key relationships in close collaboration with the entire Safety and Security Team, Intelligence Leads, and others responsible for delivering a safe and secure Club World Cup 2025 and World Cup 2026.
THE POSITION
The main responsibilities and oversights of the Senior Manager of Intelligence include:
Leading and Managing
• Lead and manage the development of intelligence analysts who will develop, create, and assess information and disseminate useful, proactive, informative products.
• Develop relationships and collaborate with Fusion Centers, Intelligence Centers, and Real-Time Crime Centers across three nations.
• Implement a Risk assessment tool to support all host cities, sponsor partners, and law enforcement analysts.
• Triage, assess, analyze, and run information using established intelligence analysis processes to ensure decision makers have necessary intelligence to make informed and accurate decisions.
• Work with FIFA Confederations to obtain historical information and team statistics.
• Provide briefings/public speaking engagements as a subject matter expert in the field of intelligence, analysis, terrorism, crime, and/or geopolitical issues within the context of international football (soccer).
• Leverage existing relationships at a local, state, tribal, federal, and international levels to share information and collaborate on products.
• Cultivate a deep understanding of FIFA, football, and stadium crowd behavior/conduct at various matches.
Coordinate Intelligence Analysis and reporting.
• Lead the collection, analysis, and dissemination of strategic and operational intelligence related to security threats, including terrorism, cybersecurity, public safety risks and fan behavior within the context of the FIFA tournaments.
• Develop comprehensive intelligence reports using a proven analytical methodology for the creation and distribution of risk assessments, and briefings for senior FIFA officials, law enforcement agencies, host cty partners and community groups.
• Monitor open-source intelligence (OSINT), social media, and threat intelligence platforms to identify emerging threats or issues that may impact the tournament.
Stakeholder Collaboration
• Act as a primary liaison between FIFA Safety and Security, local, state, tribal, and Federal law enforcement and security partners, and host city intelligence representatives.
• Facilitate intelligence-sharing sessions, briefings, and debriefs with relevant stakeholders, ensuring consistent information flow and coordinated response strategies.
• Support the development and operation of FIFA's intelligence-sharing communication platform, fostering real-time collaboration across jurisdictions.
Incident Response
• Provide real-time intelligence support during critical incidents, assisting in delivering intelligence for leadership to make timely and accurate decisions with actionable insights and threat analysis.
• Collaborate with the Safety and Security Team to track and share threats as they evolve during the tournament period.
• Participate in tabletop exercises and simulations, preparing for potential security scenarios and ensuring readiness for rapid response.
Risk Assessment & Threat Analysis
• Conduct in-depth risk assessments for high-profile matches, venues, and teams, identifying vulnerabilities and proposing mitigation strategies.
• Analyze historical data, emerging trends, and geopolitical factors to anticipate potential threats or disruptions to the tournament.
• Produce daily intelligence briefs and threat updates for operational teams during the World Cup period.
Compliance and Documentation
• Ensure all intelligence activities comply with local, state, national and international laws, as well as FIFA's ethical standards and data protection regulations.
• Maintain detailed records of intelligence analysist processes, findings, and communication with stakeholders.
• Ensure processes are created that leave legacy tools for future tournaments and events.
YOUR PROFILE
• A master's degree or similar level of higher education.
• Minimum ten years of experience in intelligence analysis, preferably within law enforcement, military, government, or large-scale event security operations.
• Minimum of eight years in intelligence management
• Proven track record of supporting major international events (e.g., previous FIFA tournaments, FIFA Confederation tournaments or operations, Olympics, G20 Summit, etc…), or other high-profile operations with significant security demands.
• Demonstrated experience working with multi-agency task forces, including local, state, tribal, Federal, and international partners.
• Strong expertise in open-source intelligence (OSNIT), threat assessment, and data analysis tools.
• Experience with intelligence-sharing platforms, security operations centres (SOC), and crisis management teams.
• Five years or more in a supervisory role managing analysts.
• Five years or more creating, editing, and reviewing intelligence products for dissemination.
• Excellent analytical skills with the ability to synthesize complex information and provide clear, actionable insights.
• Strong interpersonal and communication skills, with the ability to build trust and collaborate effectively with diverse stakeholders.
• Ability to work in high-pressure environments and make rapid, informed decisions.
• Fluent in English. Spanish and/or French proficiency is a plus
• Proficient in MS Office (Excel, Word, PowerPoint, Visio & Project) and planning software and online collaboration tools
• High level proficiency in relevant software tools (e.g., intelligence analysis software, GIS, data visualization platforms, etc.).
