Assistant Manager Facility Development Projects

Job Purpose 

Support the planning, coordination, and execution of facility development projects across SOPC’s elite centers and sport venues. The role contributes to ensuring projects are delivered on time, meet required technical standards, and align with SOPC and Ministry of Sport requirements. It also supports feasibility assessments, contractor coordination, and day-to-day project activities to help drive smooth project delivery from concept to handover. 

Project Planning & Technical Assessment 

• Conduct feasibility studies, technical evaluations, and cost estimates to support the initiation and prioritization of new sport facility development projects, ensuring proposals are technically sound and meet stakeholder expectations. 

• Prepare and review RFIs, RFPs, and BOQs in coordination with Engineering Services to ensure clarity of scope, technical accuracy, and compliance with MoS requirements. 

• Manage project scheduling, budgeting, and risk planning, ensuring scenarios and contingencies are built into development plans.

• Support the preparation of feasibility studies, technical assessments, and cost estimates for new sport facility development projects, ensuring alignment with project requirements and stakeholder expectations. 

• Assist in preparing and reviewing RFIs, RFPs, and BOQs in coordination with Engineering Services to ensure clarity of scope and compliance with relevant standards. 

• Contribute to project scheduling, budgeting, and risk tracking, highlighting potential issues and supporting the development of mitigation plans. 

Project Execution & Contractor Coordination 

• Support the day-to-day coordination of project activities across assigned sites, ensuring contractors and consultants are progressing in line with timelines and quality expectations. 

• Participate in site visits, inspections, and progress meetings, documenting updates and flagging any delays or risks to the line manager. 

• Assist in reviewing contractor progress reports, change requests, and claims to ensure accuracy and alignment with approved scope. 

Quality Assurance 

• Support the implementation of quality and compliance checks to ensure adherence to Saudi building codes, safety regulations, and SOPC technical standards. 

• Assist in the evaluation of technical and financial proposals in line with SOPC procurement processes and guidelines.

Handover Support 

• Support the project handover process in coordination with Facility Management teams, ensuring required documentation and site readiness are in place. 

• Maintain and organize project documentation, including drawings, manuals, and compliance records, ensuring proper filing and accessibility. 

Stakeholder Coordination & Reporting 

• Coordinate with internal teams and external stakeholders, including the Ministry of Sport, to support project alignment and timely resolution of issues. 

• Prepare regular updates, reports, and tracking dashboards for review by the line manager, ensuring accurate reporting on progress, risks, and budgets.
