Full Description
The Grassroots Division at The FA are looking for a results driven and collaborative Legacy Manager to manage the national co-ordination of EURO 2028 Legacy Plans for England, ensuring clear alignment with the FA ambitions for grassroots football development.
You will lead the formation and management of Legacy Steering Groups in Host Cities, managing key relationships associated with the tournament and drive the management and strategic delivery of all FA Development programmes in five EURO 2028 English Host Cities.
What will you be doing?
Programme Management
- Sets the operational plans for football related legacy programme delivery in EURO 2028 Host City locations, ensuring delivery is sufficiently strategic and tailored to the local area to achieve sustainable change
- Continually track, review and analyse delivery, to ensure maximum retention of participants, coaches, referees and volunteers across all Host Cities
- Manage all planning and reporting processes associated with EURO 2028 legacy programme delivery, including management and monitoring of relevant budgets
- Work with the Tournament Head of Impact and Sustainability to ensure that Gamechanger objectives across UK and Ireland are delivered within England and contributing to the wider success of the legacy and impact programme
- Support the Senior National Development Manager (Networks and Partnerships) in leading a national football focussed steering group to feed into a wider Host City Impact and Legacy Group
- Works alongside the Tournament marketing team to link the legacy programme to key activities in the lead up to and during the tournament, such as UEFA's Youth Programme and connecting to a EURO 2028 tournament legacy brand
Team Work
- Collaborate with teams across The FA to ensure that a national and Host City legacy programme compliments and accelerates existing delivery.
- Support The FA's Development Management Team to integrate EURO 2028 legacy ambitions into wider Grassroots Football and cross Divisional plans, ensuring coherent delivery at local level (through County FAs, England Football Accredited Clubs Clubs and professional club networks including Host Stadium clubs)
- Implement regular interactive briefing sessions to ensure appropriate colleagues are properly informed of the EURO 2028 Legacy progress
- Liaise with the FA Marketing and Communications teams to ensure effective signposting and promotion
Relationship and Influence
- Work alongside the Senior National Development Manager (Networks and Partnerships) to engage Host City and Host Stadium decision makers and influencers to build awareness, ownership and buy in to the EURO 2028 Legacy aims and ambitions
- Make timely, informed and action-focussed strategic decisions that will achieve the EURO 2028 Legacy ambition and respond flexibly to changes in the Host City landscape
- Provide national support and advice for Legacy Groups to maximise local investment opportunities
Other Duties
- Executes additional tasks as required to meet the FA's changing priorities.
- Comply with all company policies and procedures to ensure that the highest standards of health, safety, and well-being can be maintained.

What are we looking for?
Essential for the role:
- Experience of leading and implementing strategy at a national and/or local level
- Proven track record of delivering results and raising performance within established targets
- Ability to lead, build and motivate stakeholder groups to achieve collaborative goals
- Manage and maintain budgets within specific financial parameters
- Track record of developing effective partnerships to secure resources and or deliver targets
- Ability to communicate and influence effectively at all levels
- Understanding of the FA Inspiring Positive Change through Football Strategy
- Experience of implementing Quality Assurance processes
- Capacity to manage conflict
- Demonstrate success providing a range of customer support services to internal and external customers
- Ability to gain ‘buy in' to equality objectives
- Knowledge of barriers facing under-represented groups
- Track record of innovation resulting in outcome focused results
Beneficial to have:
- Understanding of the political and functional workings of County Football Associations and/or Local Authorities
- Experience and expertise in football development
- Experience and expertise in Tournament legacy development
- Knowledge of the NGB, football and education landscapes
