The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

Sr. Manager, Cost Management
The Games Planning & Delivery group aims to deliver the most seamless, innovative, and engaging Games experience ever for all athletes, fans, partners, and the community. The Games Planning & Delivery team is currently organized in four key areas including Venue Infrastructure, Venue Management, Revenue & Commercial, and Games Operations, but will expand to over 30 functional areas by Games time.
The Venue Infrastructure team is responsible for delivering the competition and non-competition venues fit-for-purpose for the preparation and staging of the Olympic and Paralympic Games. This department is responsible for managing the design, development, program management, construction, maintenance, and removal of all Games infrastructure in existing and fully temporary venues.
Reporting to the Director, Infrastructure Program Management, the Senior Manager, Cost Management will be responsible for developing and leading processes to maintain financial cost control of the infrastructure program. These activities include preparing the strategy, management, and execution of the cost and procurement processes, including the oversight of internal functional areas and external stakeholders, contractors, and consultants. Due to the nature and scale of the Olympic and Paralympic Games, there are many key and unique challenges around IOC requirements, suppliers, delivery methods, and compressed schedules. The Senior Manager will also lead cost plans and budget impacts around each iteration of the venue design books to support our partners and stakeholders in their reviews and oversight. These efforts will require close integration with the LA28 Finance team and their consultants to update the budget and lead a procurement strategy to manage the delivery of the infrastructure program.
Key Responsibilities:
- Lead infrastructure program cost management and develop infrastructure procurement strategy in partnership with internal and external resources
- Prepare and lead infrastructure program budget, including design, program management, and construction services, including suppliers and commodities procurement. Maintain close connection with Finance to understand production cycles, supply constraints, and price volatility to prepare budget updates and refresh assumptions
- Support Commercial team on sponsorship opportunities for goods and services categories within infrastructure sourcing
- Outline cost estimation techniques and methodologies at each state of program development, including resources strategy and financial risk and change management
- Develop a procurement delivery plan, including onboarding external procurement specialists to manage supplier intake and compliance, RFI and RFPs, contracting, and invoice processing for a range of potential delivery structures. Ensure the plan incorporates LA28's commitment to diversity, equity, inclusion, and belonging by prioritizing partnerships with diverse and underrepresented suppliers, fostering equitable access to procurement opportunities, and promoting transparency and fairness throughout the process.
- Monitor budget items and advance key financial risks to senior leadership
- Coordinate with the LA28 Finance and Legal teams on key contracting activities, including procurement and compliance. Advance LA28 impact and sustainability goals with our suppliers
- Partner with Venue Development teams around cost estimations and budget refreshes as development programs evolve over iterations of design process
- Oversee external cost and procurement teams
Background & Qualifications:
- 5-10 years of large-scale program and project management in the infrastructure space and demonstrated expertise in construction cost management and procurement
- Experience with temporary infrastructure and overlay for large-scale sport events delivery, or equivalent experience with major infrastructure capital programs
- Knowledge of key construction financial processes and risk
- Experience with fundamental project management concepts (scope, schedule, budget)
- Demonstrated commitment to Diversity, Equity, Inclusion, and Belonging (DEIB)
- Physical Requirements and Working Conditions
- Site visits requiring movement around varying environmental conditions in external locations
Position Requirements: Education:
- Desired – Project Management
- Desired – Finance, Construction Management, Engineering, or equivalent
- Bachelor's degree or higher
Expectations:
- Detail oriented with excellent command of productivity and collaboration tools (Office360, Sharepoint, Smartsheet, etc.)
- Present information concisely to wide audience of executive leadership, external contractors and advisors, and governmental agencies
- Experience working with diverse teams
- Some travel as needed to onsite venues

The annual base salary range for this position is $115,000 - $130,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28's operational business needs and applicable law.
LA28 does not provide relocation assistance.
