The Tournament
Contested every four years, the UEFA European Championship has been showcasing the continent's top talent since its inception in 1960 and is the world's third largest sporting event.
UEFA EURO 2028 is taking place across the UK & Ireland where Europe's top 24 national teams will compete in a 31-day, 51 match tournament, attended by over 3 million spectators and with a global tv audience of upwards of 2 billion people.
As one of the world's largest and highest-profile sporting events, UEFA EURO 2028 will attract the attention of the sporting and major event communities, the media, and the public at large across the UK& Ireland, Europe and the World. With its unique hosting model, the event promises to spread the impacts and benefits of the tournament across the nations and communities of the UK and Ireland.
The Organisation
UK & Ireland 2028 Limited has been set up as a new company to locally deliver several UEFA requirements for the tournament, working closely with UEFA, 9 Host Stadiums, 8 Host Cities and other key stakeholders.
The Role
This role will lead the development, implementation and coordination of a mobility strategy for UEFA EURO 2028, ensuring that the tournament offers connected and best-in-class transport and mobility services for all target groups - most notably the fans.
With overall responsibility for the tournament mobility operation, the post holder will work with the host governments, national and local stakeholders and transport providers and operators, to provide a best-in-class mobility operation for the 3million ticket holders ensuring that fans have a coordinated, effective and efficient journey travelling into and around the UK and Ireland.
Through strong leadership and relationships with key partners (inc government partners, transport operating companies and local authorities/stakeholders), the role holder will ensure an aligned and proportionate delivery of transport and mobility operation, planning, testing and coordinating the delivery of the required capacity, capability and frequency of travel options across the UK & Ireland for the demands of the tournament with a lens for the sustainable movement of teams and fans.
This role will also play a pivotal role in the planning and delivery of airport operations, stadium transport planning, host city mobility and last kilometre operations. It will also be responsible for a significant delivery budget to ensure UK&I 2028 and its partners can deliver as required.
The post holder will also be responsible for building and leading a team, whilst also having excellent stakeholder relationships across all delivery partners - stadiums, transport operators and government etc.
What will you be doing?
- Develop and lead the Mobility Strategy for UK & Ireland 2028 Limited, including oversight of the operational planning and delivery with all stakeholders against the tournament budget with the aim of providing a best-in-class mobility experience for client groups during the tournament to deliver effective, efficient and proportionate plans at tournament venues.
- Develop and lead the External Operations Strategy for UK & Ireland 2028 Limited, including the operational planning and delivery of the external areas at host stadia during tournament. Working closely with venue management colleagues and local stakeholders to deliver a coordinated and consistent approach to the management of external areas.
- Work with national and regional stakeholders on the development of a demand model for all transport modes in the UK & Ireland, in order to understand audience demand against planned capacity and assumed levels of non-event demand.
- Deliver a coordinated mobility plan for all tournament events, prioritising fan experience and movement between venues and ports of entry. Through working with local, regional and national stakeholders the mobility function should ensure the services can cater to the demand from tournament attendees and provide coordinated and sustainable options for travel between and within the host countries.
- Lead senior relationships with tournament related Mobility stakeholders, including Government departments and delivery partners across rail, airports, ports and roads.
- Lead the team for the delivery of external stadium operations and the last kilometre plans. Ensuring stadium last km operations are effective, efficient, proportionate and appropriate for each tournament venue.
- Work with safety and security colleagues and stakeholders to ensure full alignment with the Safety and Security Strategy, including integrated planning where relevant and coordination with British Transport Police.
- Recruit, lead and motivate a large team to deliver a world class operation.
- Develop exceptional relationships with key tournament venues/sites, host cities (and others) to ensure all are working in partnership to deliver excellent operations for all UK&I 2028 events and deliver mutual benefits and efficiencies across agencies.
- Where required, responsible for commercial arrangements/procurements and contract management to ensure the delivery of mobility solutions needed across UK&I 2028.
- Responsibility for the financial performance and delivery of the UK&I 2028 mobility budget, providing accurate budgets and forecasts for the 3-year business plan, managing delivery and performance against agreed budgets, delivering accurate and timely reports and post event reconciliations.
- Provide key updates, presentations, briefing to stakeholders, working groups, committees and UK&I 2028 Board.
- Chair relevant Mobility meetings/working groups/committees - at the strategic and cross-nation level
- Lead- the relationship with the UEFA Mobility Unit, ensuring alignment on the planning and delivery of EURO 2028.
- Lead on the management and coordination of tournament wide mobility policies, contingency plans, readiness exercises and C3 requirements.
- Execute additional tasks as required to meet changing priorities.
- Comply with all company policies and procedures to ensure the highest standards of health, safety and wellbeing can be maintained.
